文法の意味
according to は、情報の出どころ（誰・何から得た情報か）を示す表現
自分自身の意見には使いません。in my opinion や I think を使います。
使い分け
情報と、その出どころを一緒に伝えられる
内容だけでなく、誰の発言やどの資料に基づく情報なのかを明らかにできます。
情報だけ
It will rain tomorrow.（明日は雨が降ります）
出どころを示すAccording to the weather report, it will rain tomorrow.
自分の意見I think it will rain tomorrow.（according to me とはしない）
文法の形
後ろには人やニュース・資料などを表す名詞・名詞句を続けます。

文法のルール

自分の意見には使わない。in my opinion / I think を使う。

In my opinion, this movie is great.
according to は他人や資料の情報源を示す表現です。自分の意見には in my opinion や I think を使います。

「〜によると」は according to の2語。to を落とさない。
