文法の意味
There is / There are は「〜がある・いる」と存在を伝える
後ろの名詞が単数・不可算なら is、複数なら are が基本です。この構文の there 自体は「そこに」という場所を表しません。何かの存在を初めて話題に出すときによく使います。
文法の形
否定は be動詞の後ろに not、疑問は be動詞を there の前に置きます。
There is a book on the table. は「テーブルに本が1冊あります」。2冊なら There are two books on the table. です。
There isn't a book on the table. / There aren't any books on the table. は「テーブルに本はありません」。0冊でも、後ろが複数形 books なら aren't、単数形 a book なら isn't です。
Is there a book on the table? は「テーブルに本はありますか？」。Yes, there is. / No, there isn't. と答えます。複数なら Are there any books ...? に、Yes, there are. / No, there aren't. と答えます。Yes, there's. とはしません。
How many students are there in your class? は「クラスには何人の生徒がいますか？」。There are thirty-two students.「32人います」のように答えます。
使い分け
不可算名詞は量が多くても is
water は水の量を表す不可算名詞です。多いか少ないかでは is / are を変えません。
There is some water in the bottle.「ボトルに水が少しあります」。There is a lot of water ... と量が多くなっても is です。
あるか尋ねる・ないと答えるIs there any water in the bottle?「ボトルに水はありますか？」に、No, there isn't.「いいえ、ありません」と答えます。water なので疑問文・否定文も is を使います。
過去形と短縮形
過去の存在は was / were で表します。現在の There is は There's と短縮できます。
There was a book on the table.「テーブルの上に本が1冊ありました」。不可算名詞でも There was some water ... のように was を使います。
過去の複数There were two books on the table.「テーブルの上に本が2冊ありました」。複数名詞に合わせて were を使います。
現在の短縮形There is a park nearby. は There's a park nearby. と短縮できます。くだけた会話では There's + 複数名詞も聞かれますが、基本の英作文では複数名詞に There are を使い、短縮せずに書きます。
存在を紹介する文と、そのものを説明する文
同じ本でも、何を伝えるかで文の形が変わります。
There is a book on the table.「テーブルに本があります」。本の存在を話題に出します。
It isIt is mine.「それは私のものです」。前の文の本を it で受け、持ち主を説明します。
場所を付け加える
場所は文末に置くのが基本です。必要がなければ、There is a problem.「問題があります」のように場所なしでも使えます。
in the room は「部屋の中に」、on the table は「テーブルの上に」、under the chair は「いすの下に」、near my house は「私の家の近くに」。前置詞の後ろの名詞で場所を具体的にします。
副詞There is a park nearby.「近くに公園があります」。nearby は単独で場所を表せます。
場所を文頭に置くIn this room, there are two chairs.「この部屋にはいすが2脚あります」のように、場所を先に示す語順も使えます。
文法のルール
英作文では単数・不可算なら is、複数なら are にする。
There is many students.

英作文では複数名詞 students に合わせて There are を使います。会話で There's + 複数名詞を聞くことはありますが、ここでは標準的な書き方の is / are の区別を覚えます。
現在の存在を表す基本形は There is / are。There has + 名詞とはしない。
There has many problems.
There are many problems.
現在の存在を表す基本形は There is / There are です。この文の has を are に直します。There has been ... のような完了形とは区別します。
疑問文は Is / Are there ...?。do は足さない。
Do there are any books on the table?
Are there any books on the table?
There are の疑問文は are を there の前に出します。一般動詞の疑問文で使う do は足しません。
How many students is there in your class?
How many students are there in your class?
How many の後ろは複数名詞 students なので、are there の語順にします。人数の答えが1人かもしれなくても、質問はこの形です。
under の後ろにはそのまま名詞を置く。under of とはしない。

under はそのまま名詞を続けて「〜の下に」を表す前置詞です。under the table とし、of は足しません。
